JUDGE FRANK POWEL PIERCE

Frank P. Pierce has had a distinguished career as a public servant as well as an elected official. He has served on many boards of both civic and non-profit organizations.

Judge Pierce began his political career while serving in the student senate at the University of Houston where he received a BA Degree in Political Science. He then went on to continue a career in politics by receiving the Degree of Juris Doctor from the Thurgood Marshall School of Law at Texas Southern University.

After graduating from law school, Judge Pierce returned to the San Antonio area where he practiced law.

Mr. Pierce served as a staff attorney for the Bexar County Legal Aid Association and also served as an Assistant City Attorney for the City of San Antonio. Later, he opened his own law firm in association with the late Judge Clarence Williams.

Judge Pierce began his career as a jurist in 1987. He was appointed Judge of County Court #2 by unanimous vote of the County Commissioners Court in San Antonio, Texas. Later, he was elected to the San Antonio City Council in 1991.

Judge Pierce founded the Martin Luther King Jr. Memorial Foundation in San Antonio, Texas, which raised scholarship money for deserving students in memory of the slain civil rights leader. He has been presented with numerous awards and certificates – among those being nominated to Who’s Who in American Law; named Fatherhood Recipient of the Year – 2002; and recently due to his development of the Non Custodial Parent Job Referral Project for Harris County (Houston, Texas) – the project has been identified as one of the Labor Department and Health and Human Services Departments’ Ten Most Innovative Collaboratives in the nation.

Among his many duties, Judge Pierce has managed to devote some of his time as an adjunct professor. He has taught at Incarnate Word College, St. Phillips, and the University of Texas. He currently teaches as an adjunct professor of law at South Texas College of Law.

Mr. Pierce has held various statewide and regional positions in the Child Support Division in the Office of the Attorney General. Currently, he serves as Associate Judge for the 2nd Administrative Judicial District in Harris County.

Judge Pierce is a national speaker and is sought after for his expertise regarding Fatherhood and Fragile Family Initiatives.

He is married to Ernestine Pierce and they reside in Houston.
